Are there any International Child Protection Laws?

I am very worried about my three nephews here in the United States. The oldest is 15 the second is 13 and the third is 12. This past year their parents separated and the father has had a very hard time dealing with his wife's infidelity and her decision to divorce. The husband/father has since moved to Brazil several months ago (county of origin for the family; they have been in the USA for three 1/2 yrs) but while he was still here in the US he had a restraining order against him, domestice abuse charges and contempt of court charges for failing to pay child support. In addition the judge said to him in court that she has never seen such extreme mental abuse that the father has been inflicting on to his boys to ensure the boys do no9t have a relationship with their mother. This is the way the father has decided to get back at his soon to be exwife. The mother was awarded full custody and not visitation rights for the father.My concern and questions are as follows: Even though the father left the boys here in the US and is residing in Brazil, he continues to abuse and use the boys to hurt their mother. Before he left for Brazil he purchased the boys a computer so he can be on webcam with them 24/7. For days on end he instructs the boys not to go to school for which social services has been called into the picture. He instructs the boys to destroy the mothers home and has ordered to boys to never leave their bedroom (they share one bedroom) for any reason. And they do not leave. Periodically they go to school and return promptly to the room. They have been ordered to protect the computer because that is how the father controls them. Besides school they never leave the room...not even to eat. When their mother is at work they get food from the kitchen and destroy the apartment with eggs broken throughtout the house, and other food. They brake the doors, appliances, etc. The police have even been called during one of the fights and were shocked at the destruction and contacted Child Protective Services. The boys have also been physically abusing the mother per the fathers orders. The father orders these behaviors because he is hoping that the mother will finally give up and relinquish her parental rights to the father so they can move back to Brazil and and be with him. I am the boys aunt from the mothers side and even though I was very close with the boys the father has ordered the boys never to speak with me because I am on ';the mothers side.'; Twice the 13 yr old met with me in secret because he was so depressed. He said he knows that his father is sick and that he can't stand his life. But, his brothers found out and thus told the Dad and the Dad was VERY angry with the boy and called him a traitor. Thus, he is scared to contact me again. I am so worried for the boys. The father is fully aware of how he is using the boys and how he has ruined their lives but he says he can not control himself. I believe that by basically imprisoning the boys in their room he is abusing them beyond imagination. I assure you, they don't even go out on weekends or even for a couple of minutes outside. What can I do to stop the father? The mother is afraid to take the computer away because they have hit her so much that she knows that they will abuse her even more. Is there any International Child Protection organization that can help me protect the boys from their father and the mental abuse and brainwashing he has done to them. As I said, Social Services, the Police and Child Protective Services are involved but until we can stop the father from his abuse via the computer I am afraid the boys will never be healthy.Are there any International Child Protection Laws?
